Are there any priority groups for CGTMSE? What are some of the risk policies currently being adopted by CGTMSE? All Micro & Small enterprises are eligible as per MSMED Act 2006 excluding Trading/retail business, educational/ training institution, Self Help Groups and Agriculture. CGTMSE operates through Member Lending Institutions registered with Trust. Scope of Risk mitigation measures implemented are i) differential pricing structure, ii) risk sharing , iii) qualitative selection criteria for select MLIs, iv) Post claim monitoring & Inspection.

3 18 3.3.1 Data Integrity, sufficiency and data universe definition What are some of the challenges that you are facing currently with MIS and Reporting? Do you have any data missing which you would like to include in your system? Basic Data & MIS is in place.
4 18 3.3.1 Data Integrity, sufficiency and data universe definition The scope of the work does not include procurement of the Analytics tools. However the activities mentioned in this clause requires the following:
- definition of the data model
- data profiling
- Identification and extraction of the data
- cleansing and aggregation of the data
- creation of the reports
The analysis will be limited without using Analytics tools. Is CGTMSE expecting us to bring along our toolset and eventually propose that as part of the solution?
Please refer to clause 3.3.1, 3.3.2 & 3.3.3 of the Scope of work. However, the procurement of Data Analytics tools is not within the scope of this project.
5 18 3.3.1 Data Integrity, sufficiency and data universe definition This will require installation of the hardware of the solution. Is the vendor expected to bring their own hardware/software for creation of the PoC? Same as above

How will analysis of the data by these systems be possible in this phase? Please refer to clause 3.3.3 of Scope of work
8 18 3.2.1 Data Integrity, sufficiency and data universe definition Can the external sources of data include data from social media, twitter etc.? Will the data sources include semi-structured data sources like internal documents? Please refer to the Project Scope.

11 20 3.3.2.2 Data Analytics of current data Will all 17 years of data have to be analyzed? Could you please share the organization structure of CGTMSE? Who are the main stakeholders of this system, i.e.
- who will provide inputs on requirement of the system
- who will use the system
- who will be responsible for providing approvals on the risks identified and the mitigation measures

12 20 3.3.2.2 Data Analytics of current data What is the current volume of data that is available in CGTMSE? What is the expected volume of year-on-year growth of the data? Could you please provide the following:
- Number of Borrowers and Year-on-year growth, particularly considering the requirement of financial inclusion
- Number of MLIs registered and expected year-on-year growth
- Approximate numer of defaulters
- Approximate value of NPA
Currently, there are more than 29 lakh accouts covered by CGTMSE and 130 MLIs registered with us. NPA and other sensitive data can be shared with the sucessful bidder.
13 20 3.3.2.2 Data Analytics of current data Are the Trend Analysis, Significance Analysis, Cross sectional analysis etc. expected to be implemented based on the toolset that we bring to CGTMSE, i.e. we have to implement the solution using the toolset on the full set of data of 17 years? Or the analysis will be based on a high level analysis of some sample data.
Also such analysis is not possible without a proper data model and advanced technologies. What is the expectation of CGTMSE with respect to the effort and tool cost involved for these outputs? Are Excel based outputs good enough?

14 20 3.3.2.2 Data Analytics of current data What are some of the existing Reports and MIS that is being provided by CGTMSE? What is the hardware/software platform that is being used to create these reports? Is provision of these reports also part of the scope of work of this initiative? What is the approximate number of reports that are to be created as part of the engagement if any? Refer Clause 3.2 for IT background
15 20 3.3.2.2 Data Analytics of current data Proposal of the toolset is not part of the scope of this proposal. However, can we use Cloud-based tools or Open Source tools for assessment and analysis of the data in the current phase? Can the cost of these tools be part of the commercial bid? 16 20 3.3.2.2 Data Analytics of current data What are some of the objectives of creation of the predictive models? Will creation of the predictive models be part of the scope of this phase? What are some of the Analytics Use Cases that will be considered for this phase? Please refer to the Project Scope.
17 21 3.3.3.3 Governance plan for the Analytics framework will creation of the RFP and selection of the vendor for acutal analytics implementation be part of the activities in this phase? The consultants would be responsible for the creation of the analytics framework, carrying out analytics and that its actual implementation would be done by CGTMSE at its own discretion
18 25 4.4 Rules for responding to the RFP If provision of the software is not part of the scope (as per Page 7 Clause 1.1 Purpose of RfP) then why there is mention of Principal/OEM in point 10 of clause 4.4 The procurement of software is not within the scope of this project.
19 37 6.2 Preliminary Examinations There is a point mentioned as "witness demos" as part of this clause. Is the Bidder expected to provide demo on the software as part of the evaluation process? Will this be the toolset which we will use for assessment of data and creation of Reports etc in scope of the engagement? It is at discretion of the Trust
20 38 6.4 Evaluation of Commercial Bids Will Out-of-Pocket expenses/tool subscription cost be part of the Commercial bid? The assumption is that the Commercial bid will not include the prices of the hardware/software. Is this assumption correct? Please refer to Annexure III
21 39 Annexure - I Bid Covering Letter Will the Date and Time of the presentation be suggested by us, and it will be finalized based on discussions with you regarding your availability etc.? Yes, as mutually agreed upon
22 39 Annexure - I Bid Covering Letter Can we provide references of clients outside of India? Can the contact person for the Bid be outside of Mumbai? No, you cannot provide references of clients outside of India. Contact person can be out of mumbai. However, Bidder should have office in Mumbai/Navi Mumbai/ Thane to handle the project smoothly.

It is our understanding that the relevant schemas and data dictionary would be provided to the consultant in advance before the assignment begins. This is necessary for overall understanding of available data and its structure so that the analysis can begin as soon as the data is received. This will also ensure that the timelines indicated in the RFP can be adhered to beginning from the date of receiving data. Kindly confirm if our understanding is correct. It can be provided once the contract is signed between both the parties

If a borrower is previously covered by CGTSME, do we have access to all previous history of the borrower (with same MLI or different MLI)? Is there a de-duplication process in place to ensure that same borrower does not appear more than once across MLIs (unique borrower identifier)? Yes. De-duplication process is in place with the help of ITPAN of the borrower to ensure exposure is within the threshold limit. Co-finacing is also eligible.

Once the guarantee is issued and borrower is performing, will there be any periodic performance data shared with CGTSME by MLI? Or only when the borrower becomes NPA, the performance data will be shared by MLI? For example, while filing NPA form and Claim form, is it possible to get the details of average utilization of facilities, pattern of loan repayments etc. before the borrower becomes NPA? No, there is no periodic performance data shared with CGTMSE. NPA related information is captured only at the time of NPA marking. Data such as total repayments, outsanding as on NPA, recoveries, etc is collected only at the time of NPA marking/claim lodgement and as such average utilization of facilities, pattern of loan repayments is not available. In case of working capital limit, data in respect of change in limit can be made available.

What happens post claim settlement? Is there a process in place to monitor recovery efforts? How is the recovery data stored if available? Data relating to recoveries is available in Excel Sheet

In case of secured facilities against which claim is settled, is the collateral transferred to CGGSME, or still maintained by the MLI? Who will handle recovery through collateral sale? Obtaining collateral is against the Scheme. However, primary securities is with the MLI to enforce recovery measures. The responsibility of the recovery of dues including takeover of assets, sale of assets, etc., rest with the lending institution

It is our understanding that for the RFP output segment 'recommendation on data maintenance', the expectation is to provide recommendations on how to improve the quality and utility of the data captured. Kindly confirm if the same is correct. Please refer to the Project Scope.

34 32 4.19 IPR Infringement As it seems to be a complete consulting assignment, considering that supply of software and hardware is not in the scope. We request CGTMSE to remove this clause No Change in the clause as services is a part of the clause.

The consultants would be responsible only for the creation of the analytical framework, carrying out analytics and that its actual implementation would be done by CGTMSE at its own discretion
